For most new packs, you wouldn't need a directory structre, most carrer packs use FoFiX career mode, so it would just be:
Example Hero/

what he means is when you download a torrent, to keep it being seeded you need to keep the folders AS IS from the time of downloading... we was talking about setting the download folder as "/DATA/SONGS/" and then reorginising the files from the torrent... which you cant do if you want to keep seeding

This is true for the in game setlist, but for a download it's easier to use a readable folder structure.
About the whole move around downloaded files. if the songs were to be in a archive each that wouldn't be much of a porblem, you'd just have to remember to not delete the archives if you wish to seed. but if the torrent structure would be directories and files you'd have to copy, unless you have a way to link files around (on linux this is called symbolic links, it should be possible in windows vista IIRC). If you are able to link files around, the only file you'd have to worry about is song.ini as that changes when you submit a score in game.

I'm still pretty new to FoF, so correct me if I'm wrong:
The dynamic parts of songs are the song.ini files and such because they update with the scores. (right?)
So...
Wouldn't it be possible to still have the actual music files (the large parts) in the torrent (because they don't change right?) and then the song.ini and other dynamic parts could be copied by the game before updated so the original file would remain the same as when it was first downloaded. (This would also make it so you don't download other people's high scores

Furthermore, this could create the possibility of letting users share their song library whenever they are online through a new feature in the game. If somebody wrote a torrent engine into FoF you could theoretically download songs in-game without the need for a host server - the songs would be downloaded through a torrent (actually this sounds more like a regular p2p network at this point). This would also make it much easier to organize your music, have better consistencies instead of getting songs from all kind of random sources, and would be more noob-friendly (not having to download the files separately, extract, place in proper directory, etc.) Of course, all of that functionality would have to be optional for those who don't want to be participating in a p2p network or simply don't have the means to be doing so.

And to marksman, yes, you could copy the song.ini's with the standard information in the torrents. You just have to go into them with Notepad or Word and take out the high scores. As to the sharing of Song Library's, that would be pretty cool, but take up way too much bandwidth if everyone uploaded their lists.

Well there would obviously have to be some kind of bandwidth throttling option so you aren't uploading, say more than 50kbps.
Anyway, back to the main topic- If the song.ini is the only thing that changes, then there should be a standard for the torrent that the original song.ini is named song.ini.original or something like that. Sounds like a cool idea, but I don't know. I mean, there are still quite a few people out there that either don't have the internet or a computer equipped to do something like this and keep it practical. What I'm getting at is I don't know how popular this would be and with the work involved in - not only setting this up - but keeping it up, it might seem kinda impractical.

Nice idea though.Good for noobs. I think there is something else someone is talking about that is like this idea, except straight internet downloads instead of torrent downloads. All-in-all, it would be a cool feature to see implemented, but unfortunately, I can't see it ever happening.
I know what you mean about not everybody having good enough internets, etc. But I think if it was at least an optional feature many people would benefit from it. As for maintenance - that would be handled by whoever released the song/song pack. It would be handled like a torrent sort of where there is some kind of master tracker which is released by the original creator that way there is some kind of consistency with the songs downloaded. It does seem like a bunch of work, but I think it would be a very worthwhile implementation (in the distant future at least).
