Re: Tapping notes
I have found that it's possible yet uncommon for songs to have a perfectly static tempo. I've even had one or two charts where after I tweaked the tempo of the first beat just right, the entire song stayed in perfect sync. Of course, the reason this happened is because they must have used computer software during the studio editing process to correct all sync problems of the musicians. For pretty much any recordings that aren't altered to perfection, tempo changes are going to be required. Picking the most accurate tempos possible reduces the number of changes needed, as each change stays accurate for more beats. Some songs are played so out of sync that tempo correction is actually required once or more every measure or so.

Yeah, it suck when that happens... makes songs 1000 times harder to fret.
I still stand by though, that in that situation (changing tempo every beat), using a mouse still works fine - you can get very accurate (withing tenths of a BPM... you don't need hundreths... thats just crazy).
---- EDIT ----

So you're saying that if you get the first and last note anchored, you'll get a perfectly beatsynced song? Or are you saying that will happen with that logic?
No, just in very rare cases where the song has a perfectly static tempo. Not often.
Re: Tapping notes
Is this going to happen? I would really love to have full songs that are strum less.
