As far as I know forced notes only work in Phase Shift; FoFiX does not support them

That's how I understand the situation as well. In FoF/FoFiX you have to make the notes close to each other in order for them to become HOPOs, and the 8th note HO/PO option can help with that. If it still doesn't coerce the game to make as many HOPOs as you want you have to start getting tricky with the beat map. You can select a beat and use the "Beat>Halve BPM" function to lower the tempo while leaving the notes where they are. This will allow the notes to be considered "closer together" by the game and it will make it easier for them to become HO/PO notes.
