Yep, download .chart files from SH, convert them to .mid files
Put that in a folder with the music (guitar.ogg, song.ogg) and the .ini (description file)

.ogg is a music file so use audacity to convert them and you convert the .chart files with a program called Chart2mid.

well what i do is download a song from here
take the .ini file from it
edit it to fit your song
put with your song and your done
take the .ini file from it

you have to set an offset by opening your music file in audacity and add silence befor the song starts
just mess with that till you get it right.

Be careful when doing that, as the quality will lessen a bit each time the file is re-exported due to the fact that Vorbis is a lossy audio codec. (If you re-open the original file each time you try a different amount of silence, this is not a problem.)
