That's a bug in FoFix. If there's no drums.ogg in the song's folder, it will be small like that. The overdrive bar loads normal when playing RB & RB2 songs.

Sometimes however if things load slowly, then the zooming neck effect hasn't finished when the overdrive bar appears. When this happens, the overdrive bar will be the same width as the neck was at the point it appeared. But then the neck keeps moving and the overdrive meter stays small.
