OGG is a file format, just like MP3. You can convert any MP3 song to OGG using an audio converter. You can find a bunch of those on the Internet (I use Audacity)

download your mp3, then in audacity go to file and open the the mp3. then go to file and click export as ogg

Audacity OPENS audio files. Use the File>Open menu in Audacity, and it will open valid audio files (.wav, .ogg, .mp3, etc). Copy protected formats might not be as easy to use if that happens to be the case. You will probably need to rip music from a CD before using Audacity. A good free program is EAC (Exact Audio Copy), or any other program capable of extracting music from CDs.
