Making it something low like 3/7/30 days was considered, but ultimately wouldn't change much. It would just inflate user's numbers on each end of the extreme. More prone to abuse too.

It's unfortunate but true that users are more likely to abuse it (thumbing down a user because he/she has thumbs down already, personal dislikes, fanboyism) when the option to vote a user would be re-opened after a short time, and since it is impossible to control what users think or do creating a working solution to that is extremely difficult.
What I'd do to change it would either involve implementing an additional part to the karma system that'd require users to elaborate on their increase or decrease before it becomes permanent or allow for separate posts to be rated down or up. Though both provide a partial solution it seems extremely tedious to implement either of them.
Could it maybe be so that a user who has already voted on another has the possibility to switch the vote from good to bad and vice versa after a while, or would that render the point of lowering the time between votes completely useless?

In the last Karma thread we learned that being able to change votes is highly unlikely since the system was scrapped after this release or something along those lines.
