Rules for posting scores section? - Is it needed?

Ok tell me this. Why have one category and one topic just for rules for highscores? Couldn't it just be a global announcement or be posted as a sticky in bother verified and unverified scores?

If you notice, that thread is from 2006, probably just a hidden category + forum that carried over from the ikonboard > phpBB transition, which made it visible.
