Been friends with Dude for awhile. I ended up liking him after, say, two weeks. I didn't want to tell him, cause I kinda thought he wouldn't like me back. I ended up telling him anyway a month after, cause I really couldn't help it. He said he liked me at around the same time before, but that's gone now. He sees me more of a sister than anything beyond. I felt really close Dude, so it felt to me more like a breakup cause now we're awkward friends.

but that might not be the case here.
In your scenario it seems like he's just in love with someone else, or even more likely, being a christian and all, is waiting for some magical ideal woman to descend from the heavens. If promise ring means he's with someone else, then that's really it. He's with someone else and hasn't told you, and unless you make some ridiculously sleazy moves on him you won't get anywhere soon.
when he says "I liked you but it's gone now" means "I thought about it once I guess" btw. He could also reconsider down the line when whatever he's going for relationship-wise himself fails and then come back to you. If you really like him you might as well stick around and hope for him to do something like that. Even if that does happen, you'll have to be the one to make the move because he'll be thinking it'd be too awkward to ask you since he denied you in the first place, most likely.

The thing is, for me, if I'm not in a relationship currently and someone asks me out, I wouldn't say no or say "I'd rather be friends" unless the person asking is abhorrent or incredibly stupid and unlikable, or notably unattractive. That's what the friend zone really is, generally. You might be in something a bit different than that, but I'd need a lot more details to properly assess. These are just some possibilities.

in conclusion:
1. he already has a girlfriend (or something like that)
2. he doesn't think you're his ideal woman (which he may give up on)
3. he only talks to you out of pity and doesn't actually like you

It's also entirely possible that the guy really just sees you as a friend. I've got several friends-that-are-girls who I'm really close to that I just can't see myself dating.

also, not everyone who wears a purity ring is waiting for "the perfect girl" to "drop out of the heavens" or whatever. Example: I've got one, and I'm not waiting for a girl to drop out of the sky. Vedi's named some possibilities, but there are others.

Really though, maybe it's better that you two aren't together - maybe if you spend more time with him and you get closer, he might change his mind. You might also gain someone who will be there for you when you need him. Is it exactly what you want right now? No. But life's like that... and sometimes we end up /not/ getting what we want but getting something that ends up better for us in the long run. Does that make it suck less in the short-term? absolutely not.
