I'm 100% certain that's why Contra 2 was called Super C.

Yeah, seems pretty damn likely if it was in Contra 4. But it's probably not why Contra 3 was changed, and why the the NES one's were...

I think yours is a completly different issue, with is that the ARCADE game was changed, and they didn't have the Germany problem then, so there was just that. Just speculating though.
