Hmm...well, I'll tell you what I did step by step. Oh, the only reason I had the png file in there is because if anyone wanted to fix it up or anything.
1. Make a folder for your background.
2. Get a good, clear picture in photoshop/GIMP or whatever, can't be Paint.. Select the main portion of your picture, and paste it in a new document. Resize it to around 800 x 600 and save it as a .png. In this tutorial, we'll call it pic.png.
3. Copy the stage.ini from my Luna Park folder, and place it in your folder.
4. Rename your 'pic.png' to 'pic.svg', because like you said, svgs are the same as pngs, but FOF only reads FOF.
5. Make the stuff in your stage.ini file link to your picture, pic.svg. You should know how to do that. I think it's all up the top of it.
6. Right now, the stuff in your stage.ini file should read;

texture = pic.svg
xres = 800
yres = 688
xscale = 1.2
yscale = 1.2
xpos = 0.06
ypos = -0.6
angle = 0.0
7. Try it out ingame. If it's not in position, fiddle around with the settings in the INI file. X equals width, and Y equals height. Fill in the Res to be the side of the picture. The scale is the size of the picture. If you want to make it bigger or smaller, I would have them both the same, or it will cause some serious stretching. Pos is the position it's in. You can have stuff like 0.0, -0.0, 0.05, -0.05. Like it said, it can take a while to get right. If you hate starting a song all the time., just go to the tutorial.
8. Upload it to Rapidshare, Megaupload, or Sendspace, and post it on here.
