1-I doubt it. If there is an input device, there will eventually be a way to use it to activate events.
-The only reason anyone said there wouldn't be a rock meter is because nobody wanted to try to program it.
Those two things are in a completely different boat than a whammy effect. Until Python and the game libraries are able to edit sounds in realtime, you won't have a whammy effect. You can have star power and the visual aspect of whammy, but that's it.
I do remember being able to edit sounds in Blender, though, when I was trying to make a platform game years ago. I don't think it was in realtime, though.
