why twice the scrolling speed?

2d notes look nicer because:

1. The notes in the Rock Band themes curve to the fretboard
2. The drum bass notes do not overlap the end of the fretboard
3. The drum bass notes glow
4. Smoother anti-aliasing and frame rate

That isn't always true. I use heavy 3D graphics and get a better frame rate using those rather than sticking with 2D. It all depends on the card you have. 3D rendering is often easier for cards to handle, therefore allowing the card to be able process more in other fields needing it. Look at Phase Shift. Heavy 3D GFX, however, I get 30 FPS faster and it's constant, rather than jumpy.
