No, graphics will always be set at the same settings. The only thing that would change would be the amount of artifacts on screen which is irrelevant while standing still (the image quality increases the longer there is no motion).

It has really awful input delay which is not acceptable (any delay is awful). Unless they've upgraded their servers, their games run on pretty poopy settings. My laptop could run UT3 on higher settings than what Onlive runs it.
